Organizations opposed to the permitting of Private Boaters on the Arkansas River.

Our Opinion:

The Private Boaters Coalition is opposed to requiring private boaters to obtain permits to run the Arkansas river including the Brown's Canyon section.  We recommend that river managers explore other educational options to reduce congestion rather than implement a costly permitting system.

1.  Private boater use follows runoff events and tends not to overlap with commercial use patterns.

2.   Cost:  Permitting systems are expensive.  Western river managers say that a permitting system should only be considered after all other options have failed, they also say that permitting systems cost more than forecasted.

3.   Safety:  Pushing boaters to more difficult non-permitted sections encourages an increase in risk-taking behavior.

4.  Counting:  Counting boats and not boaters does not represent true resource use.  One commercial raft with 6 clients is equal to one kayak in the current river management plan.  The impact on the resource is much greater with the number of people.
